Amount of the Proposed Bond Issue       $107,935,000
 
The need for renovations to aging facilities across the district is one of the primary reasons for this bond issue. The average age of our schools is 50 years. Forty five schools are more than 30 years old, 20 are more than 50 years old, and 12 campuses are more than 70 years old. Another major need, represented by student growth and enrollment shifts, will be accommodated with 3 new schools and additions to 11 campuses. Finally, security upgrades at all 36 elementary schools will enhance safety for students and staff.

  3. SECURITY ENHANCEMENTS
    a. Continue to upgrade security at all elementary school campuses
The largest portion of the bond money will be used to build new schools and to provide additions or renovations to aging schools. The other significant parts of the proposal are to improve security across the district and to address extracurricular needs, including the renovation of Dick Bivins Stadium which has not been renovated since it was built in 1949.
 
Cost to Taxpayers
The bond issue is projected to increase the current debt tax rate about 3.5 cents per $100 property valuation. On a $100,000 home, taxes would increase about $3 per month or $35 per year.

What is the exact amount of the proposed bond issue and what is it expected to accomplish?
    The amount of the proposed bond issue is $107,935,000. A Citizen's Facility Committee identified district needs and determined that the money is needed for improvements to aging schools, new schools and classroom additions, and security enhancements.

  • IMPROVEMENTS TO AGING SCHOOLS
    The increasing age of facilities in the district is one of the primary reasons for calling for a bond issue at this time. The average age of our schools is 50 years. Forty-five schools are more than 30 years old, 20 are more than 50 years old, and 12 campuses are more than 70 years old. The oldest school, Horace Mann Middle School, is 93 years old. By the end of this decade 80 percent of our schools will be at least 50 years old. Just as in an older home, older schools require more upkeep. They need roof and parking lot repairs, air conditioning/heating system repairs, painting, and general refurbishing. The replacement of old heating, ventilation and air conditioning equipment (HVAC) and lighting retrofits planned in this bond issue will save the district approximately $500,000 per year in energy costs.

  • NEW SCHOOLS & CLASSROOM ADDITIONS
    The need to accommodate enrollment growth and shifts in student population in certain parts of town is another main reason this bond issue is needed at this time. Student growth will be accommodated with three new schools and additions to 11 campuses. The classroom additions will allow for a reduction in portable use on several campuses.

  • SECURITY ENHANCEMENTS
    There is a need to continue to upgrade security at elementary campuses as appropriate so that all of our schools provide the safest environment possible for students.
 
How will passage of the bond package affect my property taxes?
    The bond issue is projected to increase the current debt tax rate about 3.5 cents per $100 property valuation. On a $100,000 home, taxes would increase about $3 dollars per month or $35 per year.
Will my taxes go up if I am over 65 years old?
    No, not if you have an over-65 homestead exemption. If you turn 65 prior to January 1, 2004, you may apply for an over-65 homestead exemption. Once you receive the exemption, the dollar amount of your school taxes is frozen. Your school taxes cannot increase above this ceiling as long as you own and live in that house, unless you make improvements such as adding a room. Who decided on the amount of the bond proposal and what measures have been taken to ensure that critical needs have been identified?
    The AISD Board of Trustees appointed a Citizens Facilities Committee in April of 2003. Over the course of three months the committee reviewed the conditions of the district's existing facilities, identified significant needs, and studied demographic information and enrollment trends. The Citizens Facilities Committee submitted their report to the School Board in June. The Board accepted the report, listened to input from district staff and community members, fine-tuned the projected needs, and called for a $107.9 million bond election to be held on November 4, 2003.
 
When will the work be completed?
    The District is estimating that all projects in this bond issue will be completed within the next 5 years.
When will the new schools be built?
  • Design work on the new Emerson Elementary will begin immediately, followed by the renovation of the old Emerson to become a new 6th grade campus for Mann Middle School.
  • The middle school in the Woodlands area will be phased in with design work to begin immediately. Plans are that this year's 5th graders will remain on the Woodlands campus as 6th graders, and transition to the new middle school when it opens in the 2005-06 school year. By 2006-07, the new middle school will house 6th, 7th and 8th graders.
  • Plans are to build the elementary school at the Tradewind location when there are 200-250 students in that attendance area.
What is the extra security and why do schools need it?
    Each elementary school campus will continue to receive necessary security upgrades, appropriate for that campus. At several schools, the main entrance and office area will be re-configured so entry and exit from the school can be monitored more effectively.
Why can’t the district pay for these things out of the regular operating budget?
    The Citizens Facilities Committee explored this option and determined that it was not feasible to finance these projects from the District’s maintenance and operations budget. Of the District’s $160 million annual budget, 85% is used for payroll costs and only about $2 million is available to address facility improvement needs. Even that $2 million is in jeopardy because of increasing budget pressure and decreasing state revenue to local schools. The portion of the AISD tax rate that is used for maintenance and operations (M&O) is currently $1.48 (out of a total tax rate of $1.59) but the state imposed limit for the M&O tax rate is $1.50, leaving little room to fund school construction and renovation projects.
Why is a bond issue the best way to finance school construction projects?
    When homeowners build or buy a home or make major home improvements, financing is required over a period of time. Schools bonds are very similar and are the most cost-efficient way for a school district to build new classrooms and schools and make building improvements. School bonds provide a way to spread the cost out over a period of time just like homeowners do when they mortgage a house. If the district were to try to build new schools and renovate older facilities on a “pay as you go” basis, rather than financing school construction over 20 or 30 years, there would have to be a huge and immediate increase in property taxes. The sale of bonds is the only logical solution to meet the substantial needs of the district.
Wasn’t the last bond election just a couple of years ago?
    AISD’s last bond election was seven years ago, in September 1996. That bond issue provided funds to air condition 29 schools that previously did not have air conditioning, to add new classrooms to existing schools, to build Woodlands Elementary, and to renovate and re-open Hilltop Elementary as Carver Early Childhood Academy. All the work called for in the 1996 bond election was completed within three years.
Please explain the gym renovations.
    The safety perimeters around the playing surfaces at Bonham, Bowie, Crockett, Fannin, and Travis middle school's auxiliary gyms are dangerously small and create risk for players and spectators. They are inadequate for practice and competition. Bowie needs a new gym because the existing auxiliary gym is upstairs and does not meet current Americans with Disabilities Act (ADA) standards. Both the orchestra and band programs at Amarillo High School have outgrown their present facilities. Renovation of a small auxiliary gym at Amarillo High will create a suitable practice area for band and orchestra classes.
Why are renovations needed at Dick Bivins Stadium?
    The stadium is more than 50 years old and has not had major renovations or upgrades since it was built in 1949, except to add new field turf in 1998. The public rest room facilities, plumbing and locker room facilities have deteriorated considerably and are in need of complete renovation, and the press box and stadium accessibility do not meet current ADA standards. Major renovations are much more cost effective than building a new stadium, which could cost between $15 and $20 million. Dick Bivins Stadium gets heavy use year-round, not only from AISD athletic and extracurricular programs, but also from out-of-town guests and community members who pay the district for stadium use. The Regional marching band contests and citywide events such as the Franklin Graham Crusade, along with a variety of extra-curricular programs and athletic events such as track and field, soccer, and football are just a few examples of how the stadium benefits the community.

    All registered voters residing within the boundaries of Amarillo ISD are qualified to vote in this bond election. In order to vote in the November 4 bond election, voters must be registered by October 6, 2003.

Proposed School Improvements
On August 25, 2003, the Amarillo Independent School District Board of Trustees called for a $107,935,000 school improvement bond program with a special election set for November 4, 2003. The bond package addresses the most pressing needs related to aging facilities, new schools and new classrooms to accommodate student growth and enrollment shifts, and security upgrades.
